Any reference to restriction due to volume overload is superfluous. The Supreme Court is probably overextended in cases that are accepted on basis of reference to constitutional rights. Despite the level of achievement of all but two members, and the skew in representation by 5 catholics, they have limited knowledge and no expertise in scientific innovation.
The problem of workload is entirely political, and I can thank the broken House for the years of inaction.
